Executive Management Team

Quin Rescigno, President

Quin Rescigno is a 30-year veteran of the wireless and IT based technology markets. He started his career working for TESSCO Technologies serving in multiple senior level management positions in sales and marketing including Director of Government Sales. He has extensive experience in Capture Management of federal and state government projects.

in 2000, he started Rapid Broadband Technologies – a telecom integration company specializing in building infrastructure for large wireless carriers and government agencies. RBT’s customers included some of the largest carriers in the country including AT&T, Sprint, T-Mobile and Verizon. Government customers included agencies such as Department of Defense, Department of Interior and Department of Commerce.

After the sale of RBT, In 2008, he formed RX3 Communications, Inc. to assist vendors and clients in market strategies to penetrate the federal, state and local government customers. In 2016, he oversaw the company’s transition into a federal HUBZone business with the goal of hiring top underutilized talent from federally recognized HUBZones.

Spence Wharton, Vice President Federal Sales

With over 20 years’ experience in selling technology upgrades for new home developments on both coasts, Spence Wharton has in depth knowledge of the industry trends and how to work with a variety of carriers. He transitioned into telecom networks and infrastructure in 2013, helping government agencies procure telecom services that were difficult to obtain. His focus began by forming partnerships with B-Top grant providers, local exchange carriers, and the major carriers to offer solutions to the challenges of the rural networks.

One of Spence’s focuses is locating strategic providers which complement the company’s business model and developing partnerships with them.
